Refoulement by ProxyGACS/LYCG Training
During the summer of 2016, the suspect met several times with Libyan authorities to discuss the ways Italy could support the “stabilization” of the Libyan institutions and how to "combat human trafficking." The agreement was signed in Rome by the Libyan President of the Presidential Council of the GNA, Fayez Mustafa Serraj, and the Italian President of the Council of Ministers Paolo Gentiloni, for whom the suspect worked as an Undersecretary (See Italy Report, Bilateral Efforts – Italy – Libya Memorandum of Understanding).
