Stephano Manservisi

Sources alleged that Mogherini crafted the operational plan of Triton (See Frederica Mogherini). As the Head of Mogherini's cabinet it is sure that Manservisi sipporte her in this drafting (or at least was aware). It is also highly probable that he had knowledge about the "10 point plan" drafted et presented by Mogherini. Heads of cabinet are amongst the highest political official of the Commission. 

Sources stated that idea of launching operation Sofia was discussed by Mogherini and himself

If it is asserted that Mogherini was the author of the communication titled "Migration on the Central Mediterranean Route: Managing flows, saving lives", then, as his head of cabinet Manservisi had knowledge of it or had probably help to the redaction. The "10 point plan" proposed by Mogherini included strengthening inter-agency cooperation to gather information on smugglers modus operendi. The "10 point plan" prioritized strenghtening the u's capacity to control borders rather than it's capacity to save lives. He chaired all the EUTF Board meetings. In the sixth Board meeting (EUTF) from 2016 to 2019. In July 2019, Stefano Manservisi (Chair of the meeting - Director-General of DEVCO), stated that the EUTF for Africa has ‘confirmed its added value in [inter alia] reinforcing political and policy dialogue with partner countries’.
