Refoulement by ProxyGACS/LYCG Training
Gabriel visited a detention center in Libya in summer 2017 and later on the detention center Trik Al Sikka in which abuse of exiles was rampant in June 2018.(See Germany report B.IV.)
Gabriel's Foreign Ministry was in charge of the Libya dossier (Germany report chapter A.1.), and Gabriel is reported to have been a central player in migration-related descisions at the ministry

As Foreign Minister, Gabriel has functional responsibility for:
COUNCIL DECISION (CFSP) 2017/1385 of 25 July 2017 amending Decision (CFSP) 2015/778 on a European Union military operation in the Southern Central Mediterranean (EUNAVFOR MED operation SOPHIA): set Sophia’s budget and extended its mandate until 31 December 2018.
