Piotr Serafin

This Council was called only three days in advance and was insufficiently prepared. The special meeting’s statement, drafted by Piotr Serafin on April 22^nd, came from the JHA-FAC jumbo council of April 20^th and from the first draft statement that Serafin presented to a special meeting of COREPER on the 21^st. The Commission’s input to this statement was therefore marginal, although Commissioner Dimitris Avramopoulos had presented, at the aforementioned jumbo council, an outlook of the Commission’s work that was to be released. [...] Most of the Council’s impact lays in the momentum it gave to the imposition of Libya-specific Conclusions by Renzi, Muscat and Mogherini, which in turn led to prioritization of Libya in European migration policies, notably within the Councils of the European Union and by the upcoming Luxembourg presidency.

All heads of cabinet of the 27 Commissioners meet on a regular basis, in particular: Martin Selmayr (Juncker), Dianne Schmitt (Avramopoulos), Michael Karnitschnig (Hahn), Mrs. Grassi and Manservisi, and Ms. Panzetti (Mogherini).
