Donald Tusk appointed the suspect as his personal envoy to the Valetta Summit Conference (November 2015). The Conference resulted in the EU setting up an Emergency Trust Fund for Africa, which financed border protection enhancement in Libya. But like Donald Tusk, he has no decision power.
