The Juncker Commission endorsed the "European Agenda on Migration", a document which clearly put the focus on: the reduction of "incentives for irregular migration" and "border management". The official position and the personnal influence of Martin Selmayr implies that he may have influenced this decision. Each Commissioner at that time (2017) must have approved those decision. In his position of head of cabinet of Jean Calude Juncker, Selmayr may have influenced or prepared this decision.
