He is one of the recipients of a mail on a meeting name “HOME Coordination Meeting on Central Mediterranean Route/ Italy”, and held on the 17th April 2018. The document establishes that judicial rejection of the seizure of the ship of the Spanish NGO Pro Active Open Arms was discussed. Notably, the fact that the decision touched upon the question of the Libyan SAR area was highlighted and the next step at judicial level deemed to be monitored closely.

Per se, an email from 9th of April 2018, addressed inter alia to Mr. Muschel, details the main talking points of a meeting between Deputy Director General of HOME Simon Mordue and MSF, where the former expresses that the project of a Libyan MRCC is ongoing.

He participated in the drafting of the European Agenda on Migration (EAM), which was made at the level of DG HOME , specifically regarding the proposition to implement hotspots  on the ground, with presence of Frontex. The EAM provided the framework for funding LYCG training and laid down the basis for the EU policies toward migration
