In a letter (2014) the suspect stated that SAR is not the primary mandate of Triton+ Zach Campbell, investigative journalist, stated that a lot of the policy making about ending MN and starting Triton was coming from Klaus Rösler. It was a policy which was made between Mogherini and Rösler, it was no unilateral decision. (Frontex, II End of Mare Nostrum/ Start of Joint Operation Triton, a Policy developpment).
General Director of Immigration and Border Police, Rösler stated that SAR was not the primary mandate of Triton and implied that distress calls from migrant boats did not per se constitute emergencies requiring Frontex assistance beyond its zone of operations. Moreover, Rösler is said to have been a driving force in initially limiting Frontex's zone of operations to waters near the Italian coast.
