Hahn was involved in strenghtening the mandate of JO Triton (without expending the SAR capabilities) in this regard he participated in the Joint Foreign and Home Affairs Council chaired by Ms. Mogherini , that gave full back up to the 10 Points Plan drafted by the Commission and presented by Mr. Avramopoulos

The program included evaluating the LYCG's capabilities in prevision of the futur training.

In the pogram of the EUTF that he participated to produce and that he announced was provided for the conduct of a study on the feasiblity for establishing an MRCC in Tripoli (Agreement establishing the EUTF, Action fiche of the Trust Fund) In an answer to a EP question he stated that "The contract negotiations between the Commission and the Italian Ministry of Interior for the construction of the MRCC are ongoing.” It is likely that he participated to readact the joint Commication of the Commission titled "Managing flows, saving lives", in which the emphasis was put on the support to the LYCG and to the establishment of an MRCC in Tripoli (See, Commission, European Agenda on Migration)

In October 2017 he acknowledged that many measures had been taken to monitor the situation in Libya, including extraordinary ones (compared to other countr receiving EU support) which allows to conduct ad hoc monitoring of the actions on fiels. Within the Seahorse Med framework, the Commission planned to provide 285 million euros for the expansion of border surveillance to Libya; The Commission had already funded the establishement of several "operational control centers" with 42.2 million euros. Each Commissioner at that time (2018) must have approved those decision (The Commission, Seahorse Med).

He was involved in the adoption of the €46 million programme to support integrated migration and border management in Libya, meaning strengthening the operational capacities of the Libyan coastguards. Hahn approves/signs agreements on bilateral collaboration He also stated that the Commission through the EUTF was undertaking rapid and concrete measures to reduced migratory pressure along the Mediterranean Route. In June 2017 the Commission issued an "Action plan on measures to support Italy" in which it encouraged the EUTF to adopt "the project on sea and land border management in Libya prepared by Italy jointly with the Commission, for an amount of 46 million euros"; since each Commissioner must agree on the Commission's decisions, he encompass a functional responsibility, reinforced by the fact that he was the President of the Commission (See, Commission, European Agenda on Migration)

He had contact with Lybian authorities: On February 3rd, 2017, Mr. Hahn received in Brussels Prime Minister of Libya, Fayez Al-Sarraj . And on Monday January 21st, 2019, he received Mr Mohamed Taher Siala, Minister of Foreign Affairs of Libya.
