Jean-Marc Ayrault

Ayrault voted for the May 2016 Council decision to extend Sophia and add the training and capacity building of the LYCG to its mandate. (See France; 2017 - Training and funding of the Libyan Coastguard) Ayrault went to Tripoli on April 16, 2016 with German Foreign Affairs Minister Steinmeier, where they met with Fayez Sarraj (Prime Minister of Libya) as well as other members of the Libyan government. However, migration does not seem to have been the topic of discussion during their meeting(See Germany; 2016 - Operation Sophia) Ayrault was Minister for Foreign Affairs at the time (May 2016- Feb 2017) the European Council expressed his support to the GACSand the LYCG; in this regard he encompasses functional responsibility.
