After Austria’s term conclusion, Interior Minister Kickl boasted about Austria being responsible for the change of paradigm in migration policy present in the European Council Conclusions. This change was specifically credited to the informal 20 September 2018 meeting of heads of state in Salzburg and the Council meetings in October and December. In its presidency report, Austria states that the settlement question is no longer the primary issue but the protection of the external borders and that “the fight against smugglers.
