As the head of cabinet of Mogherini it can be assumed that she was aware of the Opearational plans of Operation Triton and of the "10 points Action plan. In this regard she was aware of the fact that operation Triton will not replace MN. (See, The Commission, B, Implication in relevant policies, c Implementation of Triton)

Since Mogherini was involved in the idea of training LYCG, it is highlt prbable that her head of cabinet participated or (at least) discussed this matter with her. In this regard it can be assumed that Panetti was aware of (and migh have prepared) the joint communication "Managing flows, saving lives" and of the general idea of collaborating with the LYCG (See, The Commission, B Implication in relevant policies, I End of MN and launch of Triton, d involvement in migration policies in the Med)

All heads of cabinet of the 27 Commissioners meet on a regular basis, in particular: Martin Selmayr (Juncker), Dianne Schmitt (Avramopoulos), Michael Karnitschnig (Hahn), Mrs. Grassi and Manservisi, and Ms. Panzetti (Mogherini).
