During his mandate, the Italian Ministry of Foreign Affairs increased its presence in Libya through several cooperation programs funded either via the Fondo Africa or the EUTF. Most of the programs were approved during the previous government, led by Paolo Gentiloni as President of the Council and Angelino Alfano as Minister of Foreign Affairs. It is reasonable to assume that Enzo Moavero Milanesi was aware that the continuation of these programs was leading to the externalisation of border management to Libya. Moreover, during his mandate, the AICS Agency boosted its presence in detention centers for migrants. It is reasonable to assume that Enzo Moavero Milanesi was aware that the Italian support thorough the Fondo Africa legitimated the system of abuse and violence in which thousands of migrants must survive in Libya.
