Domenico Manzione represented in several occasions the Italian Ministry of Interior in JHA meetings. Domenico Manzione called several times for a European intervention in the Medtirranean and for collaboration with third-countries that could support migrants in transit. However, Domenico Manzione has recognized on several occasions the weakness of the Libyan istitutional stucture and the risk that would have come in delgating too many responsabilities in terms of migration management to such a fragile government. Nevertheless, it is reasonable to assume that Domenico Manzione contributed to the European talks that designed Operation Sophia. Morover, Domenico Manzione took part to several Italian delegations to discuss migration management matters with key countries such as Niger and Mali. It is then reasonable to assume that Domenico Manzione brought his expertise to design of cooperation agreements with the Libyan governmet [Italy; Ministry of Interior].
