The suspect as Director General of DG NEAR provides support to Libya under the Common Security and Defense Policy through the supervision og EUBAM Libya and Operation Sophia, however,  it remains unclear of what the specific assistances consists (See, DG NEAR migration policies and Libya).

The suspect stated that the "Central Mediterranean route continues to be a source of great concern in terms of migratory pressure (...)." to justify the EUTF financing of Libya. (See Commission Report, EUTF, Strategic Board).

The suspect as Director General of DG NEAR is responsible for third country relations of the EU, e.g. bilateral cooperation with Libya. (See Commission Report, DG NEAR migration policies and Libya).  The suspect confirmed in June 2017 that a comprehensive intervention developed with Italy aimed at capacity building of the Libyan Coastguard to improve border management of the country. The suspect as Director-General of DG NEAR is in charge of the EU financial instrument for the EU financial instument for enlargement and neighbourhood countries, the European Neighborhood Instrument. (See Commission Report, DG NEAR).  Further, DG NEAR assists Libya on migration matters through the EUTF in its North Africa Window and through the head of the North Africa unit within DG NEAR (See Commission Report, DG NEAR migration policies and Libya). The suspect openly stated that the EUTF effectively contributes to migration management of the EU. (See, Commission Report, DG NEAR migration policies and Libya).
