Cazeneuve had proposed a non-paper in which it was proposed to replace MN with a Frontex operation. Cazeneuve stated that the non-paper had inspired the Council decision. Cazeneuve had a working-diner with the Italian Minister Angelino Alfano were they elaborated the shift from MN to a "Frontex plus operation", they agreed that the new operation should be a border control operation. On 28 August 2014 a joint press release (Cazeneuve and Alfano) was issued which relate the working-diner: the press-release provide that the two Ministers  discussed mainly on the topic of irregular migration along the central Mediterranean route, on the basis of the plan presented by France and with strategic propositions of Italy. On  August 30, 2014, the suspect met with Jorge Fernandez Diaz (Spanish Minister of Interior) in Barcelona and reached an agreement to appoint an immigration coordinator to contribute to stop the flood of people trying to enter the EU illegally.  They also agreed on supporting the launch as soon as possible of Operation Triton. Cazeneuve also have gone to visit his German and UK counterparts (Theresa May and Thomas de Maizière) in 2014 to discuss the issue of the migration flow arriving in Italy.

During a meeting on 9th November 2015 (Ministers of Interior gathering in Bruxelles) Cazeneuve insisted on three priorities regarding migration: (1) strenghtening Frontex for the control of external borders (2) increasing the funding of NGOs in refugee camps (3) negocating agreements with transit or origin countries. He concluded his intervention stating "If these three priorities are not implemented quickly, there will be no flow control. If there is no flow control, there will be no possibility of ensuring the reception of refugees in good conditions"

Cazeneuve is deemed to have pushed for expanding ressources allocated to Frontex in order to create a real european border control unit.  French officials said that under Mr Cazeneuve's plans member states would have to deploy more personnel to Frontex based on their populations and wealth. Moreover, in a joint letter (Cazeneuve and Mazière) to the Commission (of 6th December 2015) the Ministers argued that in "exceptional situations," Frontex should be able to deploy a rapid response team under its own initiative and responsibility.
