Alessandro Pansa is an Italian Prefect who served from May 2013 to April 2016 as the General Director of the Department of Public Security of the Ministry of Interior. In his position he acted as the Chief of Italian Police. The Department of Public Security is crucial both in terms of policy-design and the implementation of cooperation agreements with Libyan authorities over border management matters. The Central Directorate for Immigration and Border Police, which operates under the Department of Public Security, negotiated with Libian formal and formal authorities agreements over border management. The officers of the Directorate for Immigration and Border Police contributed to the design of the current geopolitical situation in Libya, where members of militias and para-military forces have been appointed as institutional actors responsible for border management matters.
